UPDATE – 6th APRIL 2016 (stop signing iOS 9.2.1)

Today Apple announced that they will stop signing iOS 9.2.1 on compatible devices. Apple servers will no longer sign iOS 9.2.1 and the only way existed to go back from iOS 9.3 or 9.3.1 will be closed. No more iOS 9.3 downgrades. As well as users can’t upgrade to iOS 9.2.1 from a below version too. iOS 9.3 has several reported bugs since the day it rolled out and therefore Apple allowed users to upgrade or downgrade to iOS 9.2.1 which were more stable than iOS 9.3 until the bug fixed. Apple released iOS 9.3.1 update for all devices. This unexpected update under the build number 13E238 released by Apple due to customer complains about apps become freezed after click on links. This error was recorder in both types Safari and in Apps. On march 31st Apple announced their error fix update for all iOS 9 compatible devices with few performance enhancements too. Still you can’t download Cydia on iOS 9.3.1 or below devices down to iOS 9.1. UPDATE – 26th MARCH 2016 (iOS 9.3 release)

Apple introduced iOS 9.3 for compatible iPhone iPad and iPods after testing more than seven beta versions. iOS 9.3 is assumed to be one of the most stable iOS version because of this extra long testing period and beta releases. iOS 9.3 is compatible with all devices which supported iOS 9.0 and you can simply upgrade your device at Settings > general > software upgrade. Apple released iOS 9.1 on October 21st 2015 and respectively 2 more updates inline as iOS 9.2, iOS 9.2.1. iOS 9.2.1 is the latest iOS version still being signed for iOS 9 compatible devices.
